DELTA Safety Training recognised by VSB as a scaffolding training provider

General DNV Industry
October 16, 2015

The Vereniging van Steiger-, Hoogwerk- en Betonbekistingbedrijven (VSB) has recognised DELTA Safety Training as a training provider within the framework of the new training structure for scaffolding construction. It now concerns the course Mechanic Scaffolding Construction. DELTA Safety Training's applications for accreditation of the courses for assistant mechanic and first mechanic are being prepared.

New teaching method in which practice takes centre stage
We developed an entirely new didactic concept for the course Mechanic Scaffolding Construction that was worked on for more than six months by two educational experts in close cooperation with content experts from the industry. The focus is on practice. Theoretical knowledge is provided by specially created e-learning modules with a lot of visual material, as well as the 'knowledge range' and of course by experienced trainers. At the new training location in Rotterdam-Waalhaven we have 5000 m2 of practice space with a height of 10 metres. All training can be carried out indoors.

Status VSB recognized trainer
The VSB grants the status of recognized trainer when there is a training organization that focuses on quality, course material that meets the final and test requirements for positions in scaffolding, skilled and experienced trainers and course locations and facilities that are designed to achieve the learning objectives. After testing DELTA Safety Training appeared to meet all these conditions and the company could be nominated as VSB accredited trainer. Accredited trainers commit themselves to periodic control tests with the aim of guaranteeing their continued suitability as an accredited trainer. The validity of the accreditation has therefore been set at 3 years.

New training structure
The new training structure focuses on demonstrating the competence of scaffolders, as laid down in chapter 7 of the Scaffolding Directive. The professional competence of scaffolders can be demonstrated by

  • Attending training courses (MBO) and relevant practical experience
  • Attending training courses and relevant practical experience
  • Years of experience working in the field

The unambiguous training structure not only means that the three ways of demonstrating competence have been chosen, but also, and above all, that there is an unambiguous registration of diplomas and certificates in the Central Diploma Register. This is the register in which, among others, the SOG and VCA certificates are included and which is managed by the SSVV (Foundation Cooperation for Safety). Registration takes place on behalf of the VSB.

As of 1 January 2017 for everyone
The training structure was introduced in January 2014 and will apply to everyone as of 1 January 2017. After that date, everyone who assembles scaffolding must have a diploma recognised by the government and the sector at MBO level, or a personal certificate. The sector hopes this will put a stop to fraud with certificates and passes and at the same time relieve clients and the Inspectorate SZW. For the transitional period until 1 January 2017, certificates obtained and professional knowledge acquired will be assessed separately. The 'weighing of competencies' takes into account the certificates obtained and in most cases an exam is proposed. Certificates obtained recently under personal certification will be recognized and entered into the Central Diploma Register.

Route maps and website
Special route maps have been developed for the new training structure for scaffolding construction. For each route (training, EVC or certification) it is presented point by point which steps must be taken to complete the relevant route to professional competence. In addition, the VSB website and the Scaffolding Directive have a special menu item Training Structure. All information about the structure can be found there. The information will be continuously supplemented and updated.

With the new training structure, the industry not only makes professional competence demonstrable, but also contributes to safety, working safely and safety perception at every level. This benefits not only the employer and client, but also the employee, who can thus remain involved in the scaffolding construction industry for longer.
